Mendel attended the Mommsen-Gymnasium and did a commercial apprenticeship at AEG. He was persecuted during the National Socialist (Nazi) era and was conscripted to do forced labour during the war. Mendel became a member of the CDU in 1945. In the Berlin elections of 1950, he was elected to the Wilmersdorf district council. In February 1955 he moved up to the Berlin House of Representatives, since Ottomar Batzel was elected district mayor of Wilmersdorf. Mendel served in Parliament for 24 years, including as Chairman of the Main Committee from 1975. Rudolf Mendel died in Berlin on 13 December 1979 at age 72.
